Telegram vs Signal for Privacy

How Telegram and Signal differ on encryption, cloud sync, phone numbers and groups, and how to choose the right app for each kind of conversation.

ComparisonsTelegram vs Signal for Privacy

Signal is built around end-to-end encryption for every conversation by default. Telegram uses cloud chats by default, which sync across devices, and offers end-to-end encryption in one-to-one secret chats that you start yourself. So for private one-to-one messages where encryption matters most, Signal's default is stricter, while Telegram trades some of that for cloud sync, big groups and channels.

Neither is simply "private" or "not private". This guide explains what each approach protects, what it does not, and how to choose.

Two different designs

Telegram: cloud chats and secret chats

Most Telegram chats are cloud chats. Messages are stored on Telegram's servers, encrypted in transit, and available on every device you sign in to. That is why you can open Telegram on a new phone or a computer and see your history straight away.

Secret chats are different. They are end-to-end encrypted, one-to-one only, and tied to the device where they were started. They do not sync to your other devices. You have to start a secret chat on purpose; normal chats are not secret chats. Our guide to Telegram secret chats explains how to start one.

Groups and channels on Telegram are cloud-based. They are not end-to-end encrypted.

Signal: end-to-end by default

Signal states that messages and calls, including group chats, are end-to-end encrypted by default. The Signal Foundation, a non-profit, develops it, and its protocol is widely used and reviewed. Signal's features and settings change over time, so check Signal's own support pages for the current details.

Comparing the main privacy points

Encryption of everyday chats

  • Telegram: normal chats are encrypted between your device and Telegram's servers, and stored in the cloud. Only secret chats are end-to-end encrypted.
  • Signal: everyday chats are end-to-end encrypted by default, according to Signal.

Group chats

  • Telegram: groups can be very large, up to 200,000 members, and are cloud chats. Treat anything posted in a group as readable by every member, and assume large groups may include strangers.
  • Signal: group chats are end-to-end encrypted by default, per Signal. Groups are generally aimed at smaller circles. Check their current limits.

Multi-device use

  • Telegram: cloud chats work smoothly on phones, desktops and the web at the same time. Secret chats stay on one device.
  • Signal: supports linked devices. Check their current features for how history moves between devices.

Phone numbers

  • Telegram: you need a phone number to create an account. You can hide it from other users in privacy settings and use a username instead. See how to hide your phone number on Telegram.
  • Signal: also uses a phone number to register, and has added options to limit who sees it. Check Signal's current settings.

Public broadcasting

  • Telegram: channels with unlimited subscribers, public groups, bots and Mini Apps. This is a big part of why people use it, and it is a public, not private, space.
  • Signal: focused on private communication rather than public broadcasting.

Account security

  • Telegram: offers two-step verification, an extra password needed when signing in on a new device. Set it up with our guide to two-step verification.
  • Signal: offers a registration lock with a PIN. Check Signal's current options.

What privacy cannot protect you from

Encryption protects messages in transit and, for end-to-end chats, from the service itself. It does not protect you from:

  • A person in the chat who screenshots or forwards your message.
  • Someone who gets hold of your unlocked phone.
  • Scams where someone tricks you into sharing a login code. Never share a Telegram login code with anyone. See why you should never share your Telegram login code.
  • Malware on your device.
  • Posting personal details in a public group or channel.

For many people, these everyday risks matter more than the choice of encryption design.

How to choose

  1. Write down what you mainly need: private talk with a few people, or reaching an audience.
  2. For sensitive one-to-one conversations, choose an end-to-end encrypted option: Signal by default, or a Telegram secret chat.
  3. For channels, large groups and communities, Telegram is designed for that job. Accept that these spaces are not end-to-end encrypted.
  4. Turn on extra protection in whichever app you use: two-step verification on Telegram, a PIN-based lock on Signal.
  5. Review privacy settings for phone number, profile photo and who can add you to groups.

Many people use both apps: Signal for a small circle, Telegram for channels, communities and everyday chats. That is a reasonable split.

Making Telegram more private

If you stay on Telegram, these steps help:

  1. Turn on two-step verification and keep the password somewhere safe.
  2. Hide your phone number from everyone, or from everyone except contacts.
  3. Limit who can add you to groups and channels.
  4. Use secret chats for sensitive one-to-one conversations, and remember they stay on that one device.
  5. Check active sessions from time to time and end any you do not recognise.
  6. Be careful with bots. A bot sees the messages you send it. Think twice before giving one personal data.

A quick way to think about it

Ask two questions about any conversation. First, who should be able to read it? If the answer is only you and one other person, use an end-to-end encrypted chat. Second, does it need to be on all your devices or reach many people? If yes, a Telegram cloud chat, group or channel is the practical tool. Matching the tool to the conversation matters more than picking one app for everything.

Common mistakes

  • Assuming all Telegram chats are end-to-end encrypted. Only secret chats are.
  • Assuming end-to-end encryption makes you anonymous. It protects content, not necessarily who you talk to, and a phone number is still tied to your account on both apps.
  • Posting personal data in big groups. A group of thousands is closer to a public forum than a private chat.
  • Skipping two-step verification. A stolen login code can open an account no matter how strong the encryption is.
  • Trusting "secure" copies of apps. Download apps only from official sources.
  • Believing confident online claims. Privacy features change. Check each app's own help pages for what is true today.

FAQ

Is Telegram end-to-end encrypted?

Only secret chats are end-to-end encrypted. Normal chats, groups and channels are cloud chats, encrypted between your device and Telegram's servers.

Can I use secret chats on every device?

Secret chats are tied to the device where they were started and do not sync. Not every Telegram app supports them, so check the app you use.

Is Signal more private than Telegram?

For one-to-one and small group conversations, Signal's end-to-end encryption by default is stricter than Telegram's cloud chat default. Telegram offers features Signal does not focus on, such as large channels.

Do channel admins see my phone number?

Channel admins do not see subscribers' phone numbers. In groups, other members may see what your privacy settings allow.

Is Telegram safe to use?

It can be, with sensible settings and awareness of scams. Our guide is Telegram safe covers the practical side.

Summary

Signal encrypts end to end by default. Telegram uses cloud chats by default and end-to-end encryption in secret chats, in exchange for sync across devices, very large groups and channels. Choose by conversation: an end-to-end encrypted chat for sensitive one-to-one talk, Telegram channels and groups for communities and news. Whatever you use, turn on extra login protection and never share your codes.
